Abstract

إن دراسة الثقافة والفعالية التنظيمية للاتحاديات الجزائرية لكرة القدم وكرة اليد وأهميتها في تطوير رياضة المستوى العالي هو تقديم مقاربة فلسفية عن اهمية التنظيم الإداري للاتحاديات واهميته في رياضة المستوى العالي من حيث احداث نوع الدمج بين ما هو فكر اداري ونشاط بدني رياضي يكون أساسه تكوين نخبر ذات مستوى عالي يستمد من نجاحه من ثقافة وفعهالية تكون على مستوى التحادات الرياضية والذي يعتمد على نظرة متعددة الاقطاب سواء كانت اجتماعية أو اقتصادية أوسياسية هذا من جهة ومن جهة أخرى هو بناء رياضة ذات مستوى عالي لتأسس لهدفين أساسيين ذو شقين رياضة ذات طابع تناتفسي نخبوي ورياضة ذات طابع اقتصادي حيث أن وجود الثاني يكون إلا بوجود ثقافة تتنظيمية وفعالية إدارية يمتلكها أصحاب القرار Abstract The study of the culture and organisational effectiveness of the Algerian Football and Handball Federation and thus its role in the development of high level sport is a representation of a philosophical approach on the importance of administrative organisation of federations and its importance in high level sportThis is carried out through the infusion of what is administrative with what is athletic/physical activity via the training of high level elite that learns from its success a culture and effectiveness at the level of sport federationsOn the one hand it is based on a multidimensional outlook; social economic and political but on the other hand it is the building up of a high level sport that sets the background for two fundamental goals: an elitist competitive sport and a sport of economic character whereby this latter can not exist except through an organizational culture and administrative effectiveness which decision makers possess.
